Well now the Text! (I'm not going to explain the "v4" in the background it's a secret :) ) First we create the Text (color isnt important, blue would just fit in there =) Now you should select the Text Layer and take the text Tool. In the Text Settings bar you should see this button:

you can play around with the different styles to get other results!
After that i added an Emboss (Depth at 160% and 40 px Size) and Satin, it needed time till i found out what satin did :) i just used it because it makes the strong blue look a bit darker, and it fits better into the pic.
