->Blue Touch

This Tutorial shows you how to create this blue background and the text effect!
First we create a new document with white background. We select the Background Layer and use the Difference Clouds Filter, your fore- and background color should be black and white! Filter -> Render -> Difference Clouds. It still looks very sad right now, so we use this filter some times (i use it till it looks good) just press CTRL + F

Sad huh? (Difference Clouds used once)

Much Better! (Used 14 Times)

It's still far away from looking good, that's why we use Radial Blur to add this rotation effect, Filter -> Blur -> Radial Blur... I used amount: 15, Spin and Quality: Best of course :) just play around with the settings to get other effects!

Cloudly

It's still Black and White, we change the color balance to add blue! Image -> Adjustments -> Color Balance... or just CTRL + B Color Balance is pretty simple, you see that it's already written (at the side of the controller) how you get different colors. To get Blue just use my Settings:

You can either type in the color levels or just use the controller
